Banking enters new era
Banking enters new era
Bangladesh Bank introduces online payment system
Rejaul Karim Byron and Nafid Imran Ahmed
Hassles are about to be over. Shoppers will no longer have to go to market spending hours in traffic jams. One does not need to stand in long queues to pay utility bills. All are now possible on the internet. Bangladesh Bank yesterday introduced online payment systems facilitating fund transfers and payment of utility bills on the net. The new move allows people to use local currency credit cards for online transactions within the country. Although step toward a full-fledged online banking. This move will certainly enhance the use of e-commerce and online banking services facilitating subscribers of all commercial banks in Bangladesh. The central bank issued a circular to all commercial banks saying subscribers to internet banking will now be able to pay utility bills online from customers' accounts to billing accounts. "This will create a revolution in e-commerce and online banking," said Bangladesh Bank Governor Dr Atiur Rahman. Online fund transfer between two accounts under the same name in the same bank will also be possible. The circular mentioned that e-commerce-based transaction between buyers and sellers can also be done through internet banking. Online transactions by credit card in local currency will also be possible. “This is the first and the most significant step towards electronic transaction in the country,” Munir Hasan, consultant, Access to Information (A2I) project under the Prime Minister's Office, told The Daily Star.Vice Chairman of Association of Bankers Bangladesh Nurul Amin, also managing director of National Credit and Commerce Bank Ltd, said: "Banks need to be prepared for offering such services. Customisation and integration are necessary for this purpose."Security measures along with a legal framework need to be put in place to safeguard both customers and banks, he added. These transactions will only be possible now within the accounts under the same bank offering online banking. Online transaction between banks will be possible with the introduction of e-Payment Gateway, an e-commerce application service provider service that authorises payments for e-businesses and online retailers.Bangladesh Bank had taken the initiative to implement the e-Payment Gateway back in 2008. According to a report, the system should be ready for deployment within the next six to eight months and is expected to be operational at the beginning of the next financial year.“We collect payment manually from 300-400 clients every day. The system consumes huge time and money. Now we are ready to start online payment collection on a pilot basis. We were waiting for this to happen for quite long,” said Fahim Mashroor, chief executive officer of Bdjobs.com.Shoeb Ahmed, former general secretary of Bangladesh Association of Software and Information Services, also appreciated the initiative. He said, “Banks are probably ready for this. But stakeholders and government bodies should be prepared for online banking, otherwise it might not be utilised properly." Shoeb said they proposed that the government establish a central payment gateway.Physical credit and debit card payments are available across the country. Banks need to introduce Application Programme Interface (API) to implement the online credit card payment system. API ensures secure payment on the internet by providing both credit card and PIN numbers. All banks have been advised to remain alert to the misuse of online payment system for money laundering. They will have to report to the financial intelligence unit on whether any irregularity or crime has been committed in violation of the anti-money laundering act.

computer Industry bangladesh
Industry
Bangladesh is primarily an agricultural based economy. However, in this new world of technology, Bangladesh must transform itself into a IT nation. Currently there is no large scale production of computer hardware or peripherals. Some Bangladeshi companies, located on the web, claim to make computers. In reality, they buy the parts from elsewhere, and assemble the homemade computers in bangladesh. In addition, Beyond.com has strong web presence on Bangladeshi sites. Due to these factors, one can conclude that Bangladesh does not produce, export, or develop computer hardware. However, the bangladesh Computer Samity does hold a computer fair once a year at which there is a section for product launching.
Brand Names
Pentium, Intel, Hewlett Packard, Apple, IBM, Seagate--None of these world wide computer hardware manufacturers have formal distribution, sales offices, or dealers located in Bangladesh. However, many shops in Bangladesh offer these products.
Local Computer Resellers
Clone computers are big in Bangladesh. In order to fulfill the rapidly growing demand of IT in Bangladesh, CITech Communications was established. They offer various product and services including hardware and peripherals (2). Other web companies in Bangladesh have sprung, offering similar services, such as the company 3A (3). I found 25 computer companies located on the web that assemble computers locally from foreign made components.
Competitive Market
In a developing country like Bangladesh, all computer stores are equal players. But some are more equal than others. For instance, Dofin Computers have a much bigger market presence than anyone else. With 5,000 clients, this company sells micro computer systems for both home and professional use. The following is a list of other computer sellers, although they usually do more than just sell computers, (i.e., maintenance, software development, internet).

Bangladesh Computer Council (BCC) an autonomous organisation under the Ministry of
Bangladesh Computer Council (BCC) an autonomous organisation under the Ministry of Science and Technology. It was constituted in 1989-90 to regulate computer and information technology (IT) related activities in Bangladesh. Following the adoption of the Bangladesh Computer Council Bill 1990, an 11-member council was formed to work as the country's highest policymaking body on computer and IT matters. The executive chairman and the vice-chairman of BCC are nominated by the government. Prior to formation of BCC, there was a National Computer Committee (NCC) created in 1983 to formulate necessary policies and to implement programmes for expansion and effective utilisation of computers and IT. In 1988, the government dissolved NCC and formed a National Computer Board (NCB), which was later reorganised into Bangladesh Computer Council.
The objectives of BCC were to promote the utilisation and application of computer and IT for achieving rapid socio-economic development, to develop an infrastructure for IT applications including computer education and planning, to fix up the IT requirement of government, and to finalise the specification and standard of computers. BCC provides support in building well-equipped computer training centres, labs and libraries and provides advice to the government and other organisations on application of computer and IT based activities.
BCC is funded by grants from the government and other organisations. At present, 37 executives are working in BCC at its headquarters in dhaka. It has 3 computer labs equipped with a supercomputer and other modern gadgets. In 1999-2000, it provided computer training to 366 persons. It has special certificate course for women and secondary school teachers at its specialised training centre at rajshahi. The courses offered by BCC are on computer hardware, maintenance and troubleshooting, ORACLE-81 with Developer 2000 for database development, programming in C/C++, application development using Visual Basic, JAVA Programming, computer aided design using AutoCAD, multi-media system development and e-commerce and webpage design.
The BCC has implemented a number of projects to equip educational institutions with computers. Up to 31 December 2000, it gave 396 computers and requisite accessories to 346 secondary schools and other institutes. About 200 school-teachers were also trained. BCC is now (July 2001-June 2003) implementing a project at a cost of Tk 8 million with the assistance from the European Union to help set up one thousand computer labs in secondary schools

In addition to furthering computer literacy and computer-based education, OSCEP also intends to encourage adoption of open source design and promote the culture of volunteerism amongst youth in Bangladesh.
